    not necessary yet, imo. Your low speed needle may be bent or broken off -- maybe with the broken tip in the carb housing. Pop off the domed cap on top and take a look.

    Try adjusting the slow speed needle counter-clockwise 1/8 turn. Repeat if still stalling (richer adjustment -- more fuel).

    Operating temp is 140F or somewhat lower. 160F is overheating -- and with be too hot to handle (top of head). Cooling water in a barrel should be about half way up the shaft -- no sustained high speed running.

    As an alternative, look for a temp gauge with a sensor that attaches to the top of the head.

    When it acts up, touch the top of the head to see if it's overheating. If you can't hold your fingers there for a few seconds, it' too hot. You may need to change out the impeller.

    "too rich" might refer either to the gas to oil ratio in the tank (too much oil), or the air/fuel mix at the carb (too much fuel). Mix in the tank is probably the likely suspect for a smoky engine. Keep the mix ratio at 50:1 gas to oil using good 2-cycle TCW-3 oil and fresh gas.

    Adding a starter to a 1963 Evinrude 28302A 28 hp

    Easiest method is to install a starter button at the transom. Use a covered plastic electrical box from Home Depot for the starter solenoid and button.

    Gasoline is a solvent, and likely all you need in a clean engine -- fresh fuel, and some run time. The tank may be a caveat. If the tank is dirty, whatever is in there will end up in the engine.

    I've had good results using West System epoxy with their powdered aluminum filler -- for larger jobs, sheet aluminum attached with a combination of epoxy and rivets. Finish the build-up with JB weld or more of the thickened epoxy. Shape/sand, prime and paint.

    I think your carb has a slow speed needle valve at the top of the carb -- adjusts air/fuel mix. Try enriching the mix by rotating the needle slightly counter clockwise.

    The local CarQuest outlet in my town does pretty good paint matching. Large can is $12-$15, as I recall -- would clean up a spot on the can, and bring it in.

    Broken low speed needle

    Remove the needle, which presumably leaved the tip imbedded in the carb body. A finishing nail works to push the tip into the drip chamber where you can fish it out (head of the nail used to contact the broken tip).

    Maybe a rope around the shaft under the powerhead. When lowering, you should be able to steer the lower unit to a horizontal position. If a chain is used, protect the shaft with towels, or a moving blanket.

    I had good luck in the past (maybe 20 years ago) with ARCO starters -- inboard starters in my case. You might google them and get a look at their line. They may be able to do a quality rebuild on yours.
