    I like to set the flywheel on and spin clockwise by hand before torquing down and buttoning everything up -- just to see that there is spark produced (assembly correct). Then measure like Lindy suggests to make sure the magneto is ready for prime time.

    I've normally set the wiper at the highest point on the lobe to set point gap. For cleaning before setting gap, try fine grit wet/dry sandpaper, followed with electrical spray. To refresh, try a matchbook cover dipped in acetone. Make sure the tapers are clean and dry before you torque down...

    Starter or solenoid ?

    Jump the starter like you would a car starter. Hook to your car or truck battery with engine running -- regular jumper cables. Pos to post on boat starter, neg. to mounting bracket. If the boat engine starter spins fast, it's fair to assume the starter is good. Work back from there.

    Get a spark tester that tests without a plug in place and set it to 3/8" or so. Remove the plugs, and jump directly from your car or truck to the starter (pos to stub on starter, neg to starter mount). Need one person to clamp on the jumper wires, and one to check on the spark.

    Go to an auto parts store and buy an adjustable spark tester (open air inline style). Try both leads at about 3/8" with both plugs out. Make sure you have a good ground for the tester. While at the store, see if you can borrow or rent a compression tester and see what you have.

    Shaft length sounds right. If the plate is only an inch below the bottom of the boat, there should be no issues (no drag). You can always raise it up by putting a one inch piece of wood on top of the transom, and reseating the motor. I would get compression readings if you haven't done that...
