    The tilt assist is meant to make manual tilting easier. On motors where it is available, it makes one hand tilting a heavy motor easy even for old geezers like me.

    ^^like he says. There is a middle ground for idle testing, though. Get a 32 gal plastic trash can, and tuck it up under the shaft. Fill full or nearly full -- water well up on the shaft. Run at idle while monitoring.

    I may have missed your point. If you are saying the starter spins up freely, but doesn't engage (at least at times). it sounds like the starter isn't mounted properly or the bolts are not torqued properly.

    Use jumper cables from your car or truck, direct to starter. If starter spins freely and fast, you know it's not the starter. Next suspect should be the boat battery. Have it checked at an auto supply store to see if it holds a charge, and have them load test it.

    #10 has it right, imo. Remove the head after soaking bolts, resurface the head and replace the gasket. While the head is out on the workbench, replace the t.stat. (The new gasket might improve compression too.)
