    Get some ATF in the threads to loosen, and give it some time. Then use a piece of rubber gasket to grip the tilt tube, and use a vise grip or similar to carefully hold the tube without damaging it. Work on the nut to loosen and remove.

    Get it to idle smoothly as low as you can -- means disassembly of the carb, soaking in a solvent and cleaning every opening. Topside under the silver plug is critical (idle passages). You probably know that the lever on the side is the throttle.

    Maybe the culprit is your fuel tank. Make sure it's squeaky clean, and your fuel is fresh. Then proceed with whatever engine cleaning you think is appropriate (imo, disassemble and soak the carb, then clean every orifice -- in particular the idle passages on top.

    Siphon from the bottom of the tank, and let it settle out in a glass jar. Any water will be visible at the bottom. HEET or a similar product may allow you to burn out the gas in the tank.

    If you run with a portable tank for testing, but have a built-in tank in the boat, check the boat tank for water. Siphon a sample from the bottom of the tank and let it settle out in a glass jar. Fuel will separate and float on water visible at the bottom of the jar.
