I really appreciate your response to my question because it certainly gives me options I wasn't aware of.
With the blisters you mentioned and how the moisture may have worked its way through the paint do you think this could be a shortcoming of the type of paint?
I want to do it right but I also have to watch $$$$.

I don't think its the paints fault... Its mine for letting it sit with a hole in the cover all winter... Its a topside paint and isn't meant to be submerged, which it essentially was for several months (plus freeze/thaw cycles on top of it).
I'd not hesitate to use a 1 part poly again, I just think I'd use 2 part next time just for the sake of ease... No sanding required between coats (plus a little more durable).
