    Sounds like a bad low pressure / boost fuel pump .. Says above that you replaced the high pressure pump. A bad boost pump, the boat will start and run, but when you take off it will quickly become fuel starved. Just a thought.

    The 3.0 of course is no power house and lacks torque which will be amplified even more when over propped a bit. You are in the low end of the RPM band, but as mentioned earlier, a 21 will do you better, get you to the high end of the RPM band and you'll notice the boat getting on plane quicker.

    175 is the engine temp. I would shoot the exhaust manifold and the top of the Cat/Riser. They should be warm but not hot enough to grill a sandwich.

    How hot is the exhaust getting? For that year of boat, it probably has the catalyst exhaust and the coolant passages are quite small and easily plug up. It is curious that a solid alarm isn't putting it in limp mode.
