Just for giggles, you may want to check the throttle cam. It's plastic and can break. My did. Caused me all kind of issues. There is also a throttle follower and roller. Mine is plastic. Has broken before. Both have adjustment screws also.

I did the "Joe Reeves Timing Method" and it worked GREAT.
When I got my boad/engine it would idle great but would fall on its face in the water. After new plugs and wires. New stator and regulator. Doing Joe Reeves timing method. My boat will walk on water. Just search and you will find the steps.
Well didn't do a lot over weekend. Removed flywheel and removed the coils and points on engine 1. Put Twc3 oil in plug holes and spun by hand a few time. Compression test top cylinder had 100psi bottom about 103 psi.
The points didn't look that bad but coils were gone.

Brother got a new to him (us) pontoon with a 1988 15hp Johnson electric start engine.
Am able to start it via key switch but only way to stop engine is choke it or throttle all the way down in gear.
