    Make sure you check compression. With any unknown motor I usually replace the water pump impeller, and fuel pump diaphragm. If it doesn't have a clear in-line fuel filter between the fuel pump and carbs, I install one.

    Timing is set by cranking the engine with the throttle set to max wide open throttle. Spark plugs removed from motor so it doesn't start. The model year and ignition system determines the ignition timing.

    Yes, the throttle plates should be pretty much horizontal with the throttle all the way forward. If they are not, then I'd look at the throttle linkage. It may need to be adjusted.

    As long as the stator and trigger assy. fit properly, and the teeth on the starter engage fully with the teeth on the flywheel, it should be fine. Just to be sure, measure the diameter of the trigger magnet located around the center hole of both flywheels. They should be the same.
