    " i am going to switch this fuse out for a heavier blade fuse" Replacing the fuse holder sounds like a good idea but be careful on installing a higher amperage fuse. The fuse rating matters, you want the fuse to blow before the wire melts.

    Sounds like the horn is the problem. Before replacing the horn see what you have on each lead with and without the motor on. Do you have a voltmeter?

    leave them disconnected start the motor and see what happens to the fuse. You don't want to connect the wires together since one side may be a ground and the other may be 12volts and you'd be shorting 12v straight to ground.
