    I think that may depend on whether the rust is in a motor run in salt water or one run in fresh water. There are some REALLY old fresh water engines that have never had a rust/corrosion issues. I doubt anyone would say that about an engine run in salt water.

    Need to confirm the year and HP of the motor. First, there are no 2002 20hp motors. Second, if there were 2002 20hp motors, they would have MANUAL chokes. Honda didn't start using electric chokes until 2006 or so.

    The bigger point here is the fact that a lot of the garden variety RV anti freeze (pink stuff) can freeze hard enough to cause damage if it gets cold enough. RV anti freeze is NOT all the same.

    That tilt motor uses those 2 wires for both hot and ground. The relay just switches polarity for the direction you need the pump to move. There's a chance that even though you measure voltage at the 2 wires, they can't carry enough amperage to operate the motor. Maybe try measuring for voltage...
