    Early '88 models had a slow speed mixture needle on top of the carb (top front). If yours has the needle, set it to 1 1/2 turns from lightly closed (clockwise). See if it starts and runs.

    Did you replace the water pump impeller? Your IR readings may represent the low end of actual operating temps, particularly if there has been over revving.

    Carb kits include two or three gaskets for different models. Pick the one that fits your configuration -- possible to block openings with an incorrect gasket. Also, the fuel pump gasket should be supple. If it is stiff and holds a set, it needs to be replaced.

    Doesn't hurt to have an IR tester on hand as well. Get the actual operating temp with the new impeller, running a little cautiously until you know what you have.

    Believe the OP's issue is best handled in a hands-on manner before technical tests -- both or most of which were mentioned. Clean the battery wire ends with sandpaper until shiny bright and tight, likewise for solenoid connections. Use a known good battery and test. If that fails to turn it...

    Throttle/Shift Cables

    3300 cables are unique in that they have threaded ends to accept the connectors. They are Morse cable designs, and if you can get actual Morse cables in good condition you will have gotten the best. It wouldn't hurt to google "measuring outboard cables" or something similar, just to make sure.

    neoprene tipped version requires a wire attachment to keep it from sticking (supplied with kit). In any case, can't you just use the old needle? I know I've done that (successfully) a few times with J&E outboards when fit or function wasn't quite right.

    Overheating (160F +) can destroy the motor. Get an infrared gun (temp test at top of heads). Lack of oiling will likewise result in overheating, but likely more dramatic destruction, particularly at WOT.

    Ready to go, assuming the nozzle and bowl gaskets are replaced. Fuel proof model airplane glue/sealer will work if desired for use on the cork float. I use them as is if in good condition (one pictured is in off-the-shelf condition.

    7 1/2 was 16:1, while other OMCs in the line were 24:1. Difference in bearings, I suppose -- Racerone or F_R (or some others) might be able to clarify.

    believe you need setting of 1K ohms on the resistance scale. Large wire to plug is secondary circuit. Small wire on bottom of coil is primary -- at least I think that's right (kind of counter intuitive). Go by what Penn says. (6-7K ohms on the secondary?)

    Is the block too hot? tell-tale aside, water is circulating properly if the engine is operating at normal temps (130-140F on the top of the head). 150F or too hot to touch is too hot to run. I haven't checked, but I think the tell tale hose comes off the exhaust cover, about half way down...

    85 evinrude 75hp please help.

    two wires to short ignition in the "off" position typically run to a coil mount (one wire) and to the power pack (second wire). Best to find a factory manual to trace the wiring. If the ignition is shorted (by intention or not), the motor will not fire.

    In any case, make sure the motor is not overheating. See if the top of the head is too hot to comfortably touch.
