    I do have a cigarette lighter port but as mentioned this option is ruled out. It's yet another item to roll around and eventually end up at the bottom of the lake. Also another point of failure to troubleshoot when a phone isn't charging.

    Sure the OP does. Just takes a bit of imagination and a few simple hand tools. Could be done with a hacksaw and a drill...maybe a couple beers if its hot out. Unbolt the winch from the post. Insert shim - Homely Despots sells steel stock in varying thicknesses/lengths. Bolt back down. Easy Peasy.

    Are you sure its primed? With mine, I need to back up to force some water up to the pump before it starts working. So if you have power and feel the pump humming away, that's where I'd start.
