    In the particular case of stuck rings in a 2 cycle engine, I would expect the cause to be lack of use over long periods or water infiltration rusting the rings. The latter is not normal, and the former is unthinkable (smile).

    Gee, grey is a better color for a bilge than glossy white, IMO. It will show less dirt and grease. Usually epoxy paint is two part, and temp has a large effect on how fast it cures. As such, there is a recoat time frame based upon the ambient temp of the applied surface.

    Trying to free up the rings on a 2 cycle motor is a standard procedure, when they stick. People soak 'em in all kinds of stuff. It is not usually preventative maintenance, but a last ditch effort.

    To add to what Mark said, If you cannot find the leak, rotate the driveshaft and shift shaft with the pressurized gearcase under water. If the driveshaft bearing is worn or the shift shaft bushing is worn, they can leak as they are turned.

    It looks like you have some rust in the bottom cylinder. That implies a head gasket leak. Compression leaking into the water jacket causes overheat. Make sure the cylinder head is flat, the block is flat, install the diverters and new head gaskets and torque to specs.

    Gee, I think you are chasing the wrong issue. Even lousy fuel lines take years to break down, and then the fuel filter or screen will catch the particles. You can get good fuel line anywhere. There is an SAE rating for rubber/neoprene outboard fuel line. I probably bought my last fuel line...
