Sure it was, it wasn't a Bic style lighter. The bottle had an adapter that made it into a torch(didn't know you could do that), they used it to light the grill and then set the bottle on the grill shelf where it got hot and went kaboom.......
Do the green bottles say something like, "Do not refill", "Not made for refilling"? Or something along those lines? I only use 20# so I don't really know, I just assumed........

Reread the response from the fire chief. It wasn't a propane bottle. It was one of those bic lighters you use to light charcoal or propane grills.It was set next to the fire and heated up and exploded.
