How is the front of the dog house going to finish out? You could figure out a 'nice' way to have an extra little foot sticking out to cover the tank hoses & fittings:
Not my 1st choice, but gets the job done..... There are interesting little bump outs in the fiberglass on lots of boats 'just to cover' whatever is behind them....
If your deck space isn't at a premium, you could also make it all the way across, angled just enough to clear the hoses, but not full height, so it has a smaller look/feel then making the whole doghouse big enough to cover. Or find an interesting over all shape that covers but doesn't seem oddly off balance. In either case you could make the upper portion of this extended area a cubby hole for odds & ends, built in cup holders, rod holders, a lockable bin (vertical glove box kind of thing), built in slide in 'rack' for fishing tackle boxes (Like CC254's).
Throw lots of ideas around, eventually 1 will stick to the wall & make sense to you.
Re: the drain plugs, you can prep the area the hole (may even over drill w a bigger hole then you need, mix heavy structural PB & fill the void completely & cover w/ glass), drill for your plug fitting. Then paint it well w/ gelcoat 1st. After it's all finished use some 5200 in the hole & @ the fitting & install it. That way it's as sealed as you can get it, & no masking off the fitting to paint.
You might even want to countersink a larger hole on the inside surface of the transom so your PB plug will be keyed int to transom. Gives you extra bonding surface area for the PB & reduces the likely hood of it pulling thru the hull. Much more important on heavy load thru holes (motor mounts, tow eyes, ladder mounts & etc), but extra bonding surface is always good.
