Ok, since it's been asked twice...
This is what I have gleaned from a vast amount of research here on the forum and every other site I could find, as well as personal experience and beliefs. Take it, for what you think it's worth. I have NO technical stats to back this up. It's just what I do based on the above.
IMHO there should always be a layer of 1.5oz CSM Placed onto any wood that is coated with resin prior to applying 1708. 1708 has CSM stitched to it, true, but it's only .75 oz and that is not enough for the 1708 to ensure a good bond onto the wood. Again My opinion. On the transom, you already have it fully encapsulated with a layer of CSM prior to installation. Therefore you can tab it in using the 1708, You can then apply a full layer of 1708 on top of the 1700 oz cloth which is the top layer of the 1708. The thin layer of CSM DOES provide proper adhesion to the cloth tabbings since they are small and the majority of the 1708 is adhering to the CSM. On the stringers, where they are subject to a lot of stress and flexing, the extra layer of CSM ensures that the bond is sound. You COULD avoid the 2nd layer of CSM to save some money, but the extra layer gives me that assurance that it will never have a problem. To me the extra cost is worth it. Hope this helps explain it.
