    First thing to do is a compression and spark test. Personally I would sell the motor for parts and buy a carbed 2 strk for it. People can tell your to fix it all they want ,but that motor went obsolete within 5 yrs of being produced. 20 yrs later fixing that motor is a fools errand

    Your peehole is perfectly normal. You will not have a full flow on that motor until the thermostat opens. That motor does not have a head gasket. When you prime the fuel bulb do you smell fuel? Is fuel running out of the motor anywhere? Is the arrow on the primer facing the motor?

    I would put a water pressure gauge in. Much easier and and way more accurate.

    I do not believe that for one minute. The 9.9 was a significant power improvement over the 9.9.

    Is this motor a tiller or remote? How are you testing for spark?

    Go find a junk 40/50 with tilt and trim. Shouldn't be hsrd to find one.

    They look to be part of the kill circuit.

    Temperature alarm goes off as soon as you turn on the ignition.

    Disconnect the sensor and check. But your VRO flow sensor and tank sensor are connected to that.
