Help with my outboard!

Hello just joined. I just bought this 1988 mariner 25hp motor and had a few questions and concerns. First off this thing is a total pain to prime. The fuel bulb won’t get hard for the life of me. I’ve gotten it hard once by luck unplugging and plugging back in both connections of the fuel line. I put new premix in and started it up for maybe a minute and it doesn’t really **** that much water. It’s like a trickle/spurt. I took the pee hole tube off and made sure that wasn’t clogged and took off the cover that it was connected to and saw a thermostat. I didn’t run it for more than a minute worried I was gonna damage it. Yes I have the water well above the intakes. I read outboards with thermostats can take a couple minutes before they form a solid stream? Or In some motors they don’t form a solid stream at all? Idk I’ve gotten so many different answers. I’ve thought maybe the impeller could be bad? The intakes didn’t look clogged either. I also noticed something broken under the cowl. Does anyone know what this is? Pics are down below. By the way the pic of the motor with the bucket of water was filled up all the way to the top while it was running. The bucket just leaks. That other picture is what’s broken. Previous guy said he has a bungee cord around the motor because some pin fell out 20 years ago so when he would be driving it and let off the throttle the motor would sway back and forth? No idea what that’s about. The pin thay slides through the holes to change the position of the motor like forward and back is there so it’s not that one. I also noticed the propeller leaks a good amount of oil/fuel. Didn’t rly have a smell to it. Thanks for any help.

Oh also. Before the motor starts pissing it’s trickling water, exhaust will actually come out of the pee hole. That’s probably not supposed to happen.

You need to have the water several inches above the Pump housing, to insure it is Primed. Ona lot of Outboards the Pisser isn't discharging water that made it through the Block, just water that has made it to the Block. As the Exhaust and water do mix in the Exhaust tube, some exhaust may find it way out the Pisser upon start up. Of course it could also be a sign of a Bad Head Gasket, or Exhaust housing gasket/components
The first pic shows something broken on the end of a Spring loaded shaft...

#3 858925 - Upper Lock Lever. Moved by the throttle or shift linkage to prevent starting in gear or at too high Throttle. Previous Owner my had broken it he could start it in gear when trolling

Thanks. Could you elaborate more on the fuel priming?

Your peehole is perfectly normal. You will not have a full flow on that motor until the thermostat opens. That motor does not have a head gasket. When you prime the fuel bulb do you smell fuel? Is fuel running out of the motor anywhere? Is the arrow on the primer facing the motor?

Your peehole is perfectly normal. You will not have a full flow on that motor until the thermostat opens. That motor does not have a head gasket. When you prime the fuel bulb do you smell fuel? Is fuel running out of the motor anywhere? Is the arrow on the primer facing the motor?
I don’t smell fuel and I don’t see any leaking out of the motor anywhere. If I recall the arrow is facing the motor. When I push the bulb I see the fuel move up and down in the fuel filter. Maybe the bulb is bad?

There are a couple of Check Valves in the Ball Assembly, if either goes bad, the Bulb will not function as a Pump. Sometimes they will fail closed, thus preventing the Fuel Pump from getting fuel.
