    If the dash pot had anything to do with your starting/idling issues it would be unusual. It's main function is to keep the motor from dying when the throttle is returned to idle quickly. FAR more likely is the carbs are due for a good cleaning. If they've been cleaned just recently, trust me...

    Covers are generally pretty generic (Amazon/Ebay), or custom, where you take the boat to them and they make one to fit your boat exactly. Right cover is usually about the boat length. Make and model shouldn't have much to do with it.

    Yup, need to know what's on there now, and how fast you can turn it (max rpm). THEN we might be able to help. Skinning would likely be a good option, as well as keeping the boat as light as you can.

    If there is a dip/low spot in the vent line, that can make filling just as you describe. Line need to gravity feed towards the tank. Low spot hold fuel, acts just like it's totally blocked....
