19/21 is correct. unless you damaged the seal during installation it should not leak from there. plug the oil hole with a golf tee and retest the lower unit
It is a seal under the impeller not a bushing

Do you have the res bottle for the drive?
Green oil in the bellow may be the inputshaft seal
leaking from intake holes usually is the driveshaft lower seal
leaking from the front of the lower usually is the shift shaft seal or plastic housing
The rear of the engine is bolted to the rear housing, there is nothing to adjust,pic 3 shows the location of the rear bolts. where the bolts go in are the rear motor mounts. When they go bad the motor lowers and wipes the coupler. So first replace the rear rubber bushings.

You need to understand how the shift system and interlock work together. Properly adjusted on land, you should be able to shift into F gear with full throttle and into R gear with full throttle.. Engine NOT RUNNING
If you activate the shift interupt switch shifting, the cables are misadjusted...
remove the nuts holding the cables in place, move cables to a safe location, remove fuel line, electrical cables, remove front and rear mounts, remove the outdrive,
remove the engine
Some people never learn untill they break something and then complain.
Shift cables are wear items. When the start to go bad the shift interrupt will activate stalling the motor. You dont compensate ,increase idle or anything else that stupid, you replace the shift cable..

The E10 fuel is approved for use in your late-model marine engine, but the E15 is absolutely NOT approved for use in marine engines. Outboard and sterndrive engines have been designed and tested to operate on E10, but not on E15.
