First, take it in to either a paint supplier or bodyshop and ask them to try to match some urethane single stage. Then sand it all down, clean it, spray sealer, and paint.

Depends on how well you can trim it. You'll have to cut the new carpet to fit perfectly against the windshield to avoid gaps. That style carpet will show them even worse. It's not hard to take the windshields off though.

So you just want to remove the lid? That's easy. The ends of the shocks are held by a spring clip built into the head. You'll see a little indentation under the spring. Stick a small flat head under it and twist to release it. It only needs pulled out a little bit, then you can pop the shock off...
