Need your full model number or serial number, because a GL normally only has a low pressure pump and uses a Carb.
What problems do you have?
Motor will or will not start, running bad, have spark
Two Teens proved it using Trig, and I'm pretty sure AI can find it

First I really don't know how the boat is normally driven.
Second if the boat was run at 5K rpm lots of times then this may have caused damage

Your WOT should be around 4800
Don't know how accurate your gauge but that is 30 psi difference on half the cylinders so 18.8% difference. Generally there should be no more than 10% difference. Running at WOT for long periods can distort valves
Its my understanding that the E over H is a self contained unit. The surge brake actuator would need to be welded so it would no longer move. The truck break controller does everything else. Don't know if a new heavy cable is needed for power.
Member @bruceb58 has them on his trailer
Dealer wanted me to bring the boat in so they could fix. Since I found that both bolts are missing they are sending me the bolt and I'll install
Found another dealer which is also a Formula dealer, said they have 4 Mercruiser tech's. Be checking them out maybe in the fall if not just stopping...
Welcome
You bought it new and this is the first time having this kind of issue
I would suggest start with the easy stuff. Pull plugs and crank to see if any liquid comes out. If no liquid, start checking Bat cables and connections. Could be a corroded cable/connection and full Bat voltage is...
