Id never get away with those hooks here , to pass annual safety inspection they would need to be rated shackles ( the chain doesnt need to be rated ....go figure ) ....although , one time I went for the inspection the tester pointed out that my shackle wasnt rated but said that it was obviously...

Not sure how you could be getting 18v at the starter . but some modern stuff has reverse polarity protection , the reg/rect is probly custard but the ecu might be ok . I would check all the fuses you can find , replace any blown and then hook the battery up the right way and see if it will...
