Ah yes, welcome to the fold. It's going to be disheartening at first, then dusty and itchy, then smelly and sticky, but if you persevere there are beautiful sunny days on the water ahead! You'll have a spring in your step at the end of the project from pride in your work AND from how light your wallet will be! 😂

There are lots of boats in use every day that are in bad condition with regard to structure.-----There are no mandatory inspections required.----In my area they can block the roads in winter due to unsafe conditions.-----Yet in the summer anyone can go out into a big lake with anything that floats.-----And with a little card that says they trained / took some instruction and answered 20 questions.

I have a question if anyone is following this,. I have to remove the foam blocks to inspect all the stringers, Do I put them back? Save them and put them back?

Or don't put any foam back in it. At least I wouldn't. It promotes moisture retention.

I've read countless threads in the resto forum where folks have dug out several hundred lbs of wet foam. Why put it back in?
Because if there is a hull breach it's the difference between living and dying.

Boat with foam will still float, boat without foam will sink

The information these professionals are giving you have to do with the fundamentals of safety. Do you want your loved one going down with the ship? Do you want your boat becoming an artificial reef?
I have learned that there is no compromise on safety!
You have to go all the way and do it right otherwise sell it.
Sorry nit trying to sound nasty but safety is #1!

I see the point I just don't see the logic. If I tear up a boat that is holed that bad I want my life jacket. I suppose the kind of water your boating in makes a difference. I honestly don't know, none of the sailboats I've chartered had foam in them.

What were they made of? Only Wood boats actually Float, Fiberglass, Metal, Cement Boats can't(they remain on the water by Displacing an Amount of Water equal to their Weight), and are required by Law, to have adequate Buoyancy added to keep a swamped boat from sinking. Some boats use Sealed Chambers for Air, others use Foam.
You might not just have seen any Floatation, but that doesn't mean the Boat does not have it

As for you thinking that the kind Water the Boat is used in... It makes no difference on whether it floats or sinks.

In the interest of the OP I don't want to de-rail the thread. I can agree with sealed air space with inspection covers.

All outboard powered boats under 20' long are required by federal law to have upright and level flotation. Sterndrive and inboard powered boats under 20' long are required to have basic flotation.

This boat is a 25’ chawk
Is floatation required?
Pour in foam would require a tremendous amount.
The center stringers are 14” deep.

If unsure I'm sure some internet searches could give you an idea if and what foam had been poured when new or required.
