The only issue I have now is the steering wheel. The wheel is way off and I’m thinking maybe I can take the steering wheel off and change the position or is it possibly more complex than that?

Doesn't sound like a problem to me... but yes probably just reindex the wheel

I adjusted it back in the 1987 .. I adjusted it behind the engine ..the cable is adjusting the move to out drive ... the steering wheel is 11 o clock then 12 o clock adjusted it ..

Ayuh,..... The wheel to shaft is probably a 3/4" taper, with a woodruff key,....
It only fits one way,.....

If it's old enough, it could be a square taper, which can be moved in 90* increments,....
