Not sure what "2 arm things" you are describing because I only see one telescopic ram which is the end of the cable that should extend and retract when the steering wheel is turned. The tip of the ram that bolts to the motor connection clevis may be removeable but I have never done it. Why are you trying to remove it if we are talking about the same thing? Until you disconnect the cable from the helm, you still do not know what is binding. Do that by loosening the attachment nut on the helm-end of the cable and then feed the cable out of the helm by turning the steering wheel while you pull on the cable.
You are correct that the toggle switch on the remote control unit is for full choke. It is a momentary switch so you have to hold it in the up position for choking action. You need to verify that the choke plates in both carburetors are fully closed when he switch is activated and fully open when the switch is released. There is linkage between the solenoid and the lower carb that must work freely for that to happen. Your manual will tell you how to make any needed adjustments.
Your boat has a steering cable clamp design that I have never seen before but functions the same as later versions. The two big hex nuts lock the support tube in place and provide for slight adjustments since your support tube is not all-thread like the link I posted. That transom clamp has some rust showing so make sure it is well lubed and moving freely in all directions. Finally, when you get the steering system sorted out, you should consider something like the item in the link below to help keep water out of the support tube in the future.
