granted i'm new to boating but the bolded part of the ad just screams illegal as all getout to me.

I think what the seller means is you would need to bring a rubbing of the HIN to the DMV as proof of the number and take it from there.

This wasn't a boat ad but I'm posting the last line here because it scared me so bad. I'm sure the FBI and the Immigration and Naturalization Service each have a whole department set up just to deal with Craigslist scammers.

I am sure that statement has to do with where he lives and who might be his cutomers( showing up at his door) more than he will report the Craigslist ads themselves to those organizations!
