what the heck is going on there?
that is a really bad spot for the glass to fracture....im not sure what caused it.
you will need to grind away the surface coating......get down to the glass.
then with VE resin.....add layers of 1.5 csm.....the 1708....alternating.....and each layer growing in size to cover a larger area.....this will give a better grab to the hull...
fiber glass does not like to bend around corners......co you are going to have to do some tricky cutting of the glass....
in each sucessive layer.....i would cover the last glass joint....
(i know this sounds greek to you.....but you will get it....)
one wrap of csm over the stringer and one up the hull.....then the next layer....across the edges of the csm....then do the same with the 1708 but alternate so the joints are always covered by a layer over top.....
one thing......lets have a look at how the boat is on the trailer........it might be causing some stress issues with the hull right now....
that will need to get addressed before you can start glassing.
