Just reread and caught that its the full deck. Decapping isn't that big of a deal but why do the extra work if you don't need too is where I'm coming from. However if your deck is wet enough to squish water out it probably means stringers and a transom are at least the same. Unless eyeballing shows obvious signs from the inside of the transom I'd still do some sampling.
For sampling you don't need to go nearly that big. Take a 1/4" drill bit, wrap a piece of tape around it just short of your transom thickness (usually roughly 1" for the normal 1 1/2" trans but check to be sure). Drill some holes as low as you can in the trans from the inside, the tape will show when to stop drilling so you don't drill all the way through. If the shavings come out dry and light might still be able to do deck w/o decap, dark and wet trans is rotted and might as well decap.
For checking the stringers, since you are planning on doing the deck anyway, go ahead and cut some small 1'x1' inspection holes and you'll be able to see what you have.
All that said - once again decapping isn't that big of a deal but you will want to map out the boat and take/record measurements so you can check that you're not deforming it as you rebuild.
thank you for the very helpful transom testing method i will try it out tomorrow after work. Im going to also measure my boats dimensions and get a 3D picture. Have to start at 2 in the morning, the truckers life i tell ya.

this is a picture of the terrrible supports on the bow cap, you can also notice all the tiny bolts and nuts for my cap which as long as i put some grease on, should come off no problem for a easy removal.
Rehabbing a fiberglass boat can get expensive in a hurry and is very time consuming.
Just be sure your eyes are wide open before tearing into her.
Yeah i was started this project thinking it was just a paint job but now im redoing the the interior since theres no point in covering **** with a gold plate. I have been reading oops extension project to get the idea of what to do and how much work this is going to be, 1500 in supplies im guessing and since my first this will not be a smooth ride.
