Motor should be running to shift from neutral to reverse.----Or prop should be turned to shift to reverse.

The one in the picture looks very good.----Clean and set points at 0.020 and check for spark.----Then set using the flywheel to get maximum spart at the right time.----The timing tool ( I have them ) is nothing but a " dummy flywheel " a shop time saver.

I think I would install the newer ( better ) cable slowspeed control,

I believe the shift rod rotates COUNTERCLOCKWISE to get neutral.------Or rotate it counterclockwise till the spring resists.----That is forward.-----This should be easy to solve,

I have done this job numerous times as well.----Nothing to it.

hurry to a shop and have it installed in minutes.----Might save you some $$$ in my opinion.

Check the hose for leaks.----Check pick up tube INSIDE the fuel tank for leaks.-----Fuel pump is drive by crankcase pressure pulses.----Check for issues there.-----Picked up 5 of these 9.5 HP motors in the last 2 weeks for parts / repair.----Great , light weight motors.

Put piston to TDC.-----Put throttle lever at idle.----Are points ready to open or ready to close??

Try lower unit in neutral.----Control in neutral.-----Clutch dog is spring loaded,----Make sure lower stays in neutral when assembling.

Throttle plates MUST be closed at idle.----Idle timing is the point where throttle plates open.----Actual idle timing does not matter.

To me it appears that there is nothing " special " here.----Which way are you turning the crankshaft?----Clockwise ?

I think that old magneto used a condenser.

Have seen corrosion on some motors ( fresh water ) , never saw this corrosion on Johson / Evinrude motors.----Cheaper material I think.

There are corrosion issues on some motors.---Have seen it more than once.----Rarely see those issues on domestic motors
