Your original overheat may have damaged what is called a grommet in the outdrive. It's rubber and seals the water passage from the lower unit to the upper gear housing.

My guess you have found that just throwing parts at it is not the best way to cure a problem. Finding the problem takes troubleshooting so you replace the bad parts...

You should be shooting for 8? BTDC.

Do a vacuum test on the engine. The secondaries are vacuum operated. No vacuum, no secondaries.
Should be a pipe plug on the back of the intake you can install a fitting in for a vacuum test.
If the carb rebuild was not done properly, it's not going to work...
