I would suggest a brass wire brush since it does not react. Use the gluvit or coat it on the seams and rivets...... then use zinc chromate prep and then paint. Have fun!
Original manufacturers rarely keep parts for older models beyond 5-7 years. You might look into boat scrap yards (rare) or attempt a repair of what you have yourself or at a body shop.
I store mine out of the bottle in a large zip lock bag......... it's plastic with a single spring.......... keeping it in a zip lock cuts back on the smell and collected dust
Another way to chase that fault is use an old fashion timing light. You can use it to check which cylinder is not firing. As stated above - I bet you are on one cylinder. I had a similar situation on a V4 that dropped one cylinder and I could not achieve max rpm under load....... that turned...
Not too hard to do.
Use a sharp punch (start with a brass punch then move onto steel if needed) and work on the broken key. They are normally softer then the shaft bu just take your time an a few srong raps should drive it out..... IF you see any movement then with a small chiesal get under...

Normal rule of thumb is at least 75% of the maximum rated power as per the data plate. 12 aluminum boats as an example are usually rated max 7.5 to about 10 hp you will get decent performance at the 75% point and the 4 mercury/tohatsu will still move the boat and a "ok"...
