    Perhaps the grey wire in the 9 / 10 pin plug isn't tight or a loose connection / bad wire terminal back on the engine for the grey wire. I would be triple checking grounds, with so many wonky things going on.

    Was it a marine rebuild or an automotive / truck rebuild? Being a raw water cooled engine (I don't see a heat exchanger), the gaskets, freeze plugs, water pumps are different (and cams are marine, not automotive grinds).

    On the tach issue, there is rotary selector switch on the back the tach that sets tach for the number of cyl the engine has. Move that switch CW and CCW a few times gently and reset for number of cyl's. Those contacts get some corrosion on them and moving, wipes them clean 90% of the time...

    All I am saying is if that dip stick went into oil, it would be covered, not just on just one edge. Did you wipe it off prior to taking photo is all I was asking. If you did, that explains the clean side w/ the marks and level is high. If you did not wipe it off, you are low on oil

    I see where the marks are and there is no oil on the dipstick up at those marks. Or did you wipe the oil off the top part of the dipstick where the marks are and leave it on the bottom edge only?

    Looking at that dipstick, I read it as you are way low on oil. Dipstick should be covered, not just that bottom edge, which may just be residue in the dipstick tube and not actual level.

    Believe that is an old Prestolite trim pump. Were very common. Can easily swap to a more modern one with the poly tank. It does have the Merc 3 pin connector on it. What power package is in the boat?

    Try running it with the fuel fill cap off and see if it helps. Sometimes the fuel tank vent gets clogged, causing the tank to pull a vacuum when running.
