    I see rust / stain marks on the bolt circle.----Enuff to put it back on the way it was.---I do that when i get one of these worked on by some club fisted individual who took flywheel off the hard way.

    I am going to be blunt here.---Only if throttle plates are not horizontal at full throttle,----Take a good look at linkages to see where adjustments can be made.----But do not adjust anything if you are unsure.

    You are missing the FACT that there are no fuel mixture adjusting screws on these carburetors.

    These gearcases are flimsy / not robust like older ones.----Take it apart.----My wildest guess is that the teeth stripped off the gears.----Your location?

    1966 Johnson 60hp won’t fully engage reverse.

    You are wrong in your assumption.----The spring and balls ( detent ) hold the clutch dog in neutral !----And it forces you to use some pressure so that the clutch dog engages quickly.----Detent has nothing to do with holding it in gear.---Take it apart and find the issue.
