    My 1994 Formula started with an isolator and the Alternator output wire was disconnected from at the starter and the ALT. Formula ran a new wire to the isolator and from it they ran to each Bat.     Might have got a spec of crud that stuck briefly in the needle seat VST The reg most likely does not come apart, most don't. Check the fuel pressure to see if meets spec. Really need a scanner to see if there are any codes

    Right now I would take the VST apart, clean and adjust. With the VST overflow means the float is not shutting off or restricting the fuel coming in What is your serial number?

    Many have used the Ford IAC and they have worked fine, I've just don't have first hand knowledge

    Looks like it's bad, when key is turned ON it should move in/out one time and stop. Only way to make 100% sure is with a scanner Part number 8M0181068

    The boost fuel pump was an add on when Merc was trying to fix the vapor lock issue

    If you can keep it running by giving it a slight bit of throttle, than most likely it is the IAC. The IAC might need cleaning

    Always install a single or double lip seal with the lip side toward the liquid you want to keep IN. In this case the lip faces toward the gear lube

Could remove the belt going to the raw water pump so not to damage impeller, or connect hose to bell...

    Change cables and two starters doing the same thing would tell me it's not an electrical problem. Have you checked the level of your oil, is it correct? Remove the plugs and see if it cranks the same
