1958 Johnson RSD20: I've replaced the plugs, points, checked timing, rebuilt fuel pump, & carb. anode bolt replacement follow-up question

The anode bolt kit I got includes a rubber washer, but I'm not sure where to place it. The Merc manual says to place it between the bolt and gimbal housing to act as a seal, but the on-line diagrams show it going between the bolt and zinc. Any opinions? Merc 225s 1974, ford 302. Thank You.
