Probably a ground or "bonding" to keep from throwing a static charge and causing an explosion.

Mine has a wire that runs through (built into) the fill hose.

At a guess, I would say the wire is a bonding strap.
Used to dissipate static electrical build-up between the fill and the tank.

Liquids flowing through a rubber hose generate some friction which can generate enough of a static voltage to create a discharge spark. With gasoline, this could be nasty.

The ground strap is used to cause the metal filler neck, tank and fill spigot on the gas pump to be at the same electrical potential through the gas pump. This provides a path to ground for any current that could flow when the spigot on the gas pump touches the filler. (static or other) This eliminates the possibility of a spark and subsequent yelling screaming and general carnage.

thanks guys i'll be sure to hook the wire back up i just couldn't see how it could do anything being that the wire went to a tank fill that was connected to fiberglass but what u guys say makes alot of sense
