The ABS (black) pipe is a lot tougher than the PVC, and won't crack when cold as easy as white PVC.

Another choice is black well pipe. It is flexible, resistant to cracking from freezing, doesn't get brittle, and can be bent in tight bends by heating. Incredibly tough stuff. I ran it under the driveway when it was paved so wires for outdoor lighting could be fed under the black top. I doubt polyester or epoxy resin will stick to it due to its slick surface. Probably just seal it to the deck with 4200 or the like.

The only concern I have with it is that the sweeping bends sweep soooo much that it would put the pipe under the deck nearly on the hull of th boat.

You can cut the sweep 90* anyplace you want, you don't need to use the entire piece.

It really doesn't matter much what you use, it just needs to be large enough to easily pull everything through.
