Judging by the added crud on transom, someone tried to pretty up a pigs' ear with fresh paint. Willing to bet the transom needs replacing.

Probably should have been painted. Perhaps the skeg broke...

What the heck is that huge hose off the starboard side of the transom? And what's that Trex (back side grooves give it away) board thru bolted for?

I think his tape measure has been spliced at some point... I cant believe that boat is longer than 16 ft bob
