There's a hole in the front of the drive with a tube connected to it that runs into the boat.
Problem is a coupling can come loose leaving the tube disconnected.
(I've had to reconnect the one on ours a couple of times)
Look for that coupling on the front of the outdrive in the vicinity of where the lower unit connects to the upper housing.
