Rub Rails

Is there anyway to clean Rubber Rub rails. It looks like someone put them back on the boat after it was painted and theres glue and paint on it in someplaces. Would light sanding do the trick?

try goof off, laquer thinner. sanding is going to look as bad.

Also try using Acetone.
