Repairing My skipper 14

Hello so I brought this Skipper 14 super cheap it came with a 25hp 2t motor Not made for that boat so now i have a small 8hp but I'm looking on fully repairing it and painting it black and red just wondering what colour to paint the top part but iv tried sanding the orange part and it just melts so yeah no idea what to do there and what should I do with the repairs?

Any advice would be much appreciated thank you and I'm going to be using the boat for fishing about 1km of the coast in the med sea.

The "orange" crumbly stuff is the foam core. That is shot

No, I wouldn't take it out on any body of water bigger than a 40 acre pond
