removing wet/old foam

i have a 12' lowe rowboat. under each seat is a chunk of styrofoam as big as the seat. well some of it has broken and it appears to be wet. is the only way to remove/replace it to remove the seats?

have you made a bore hole to see if it is really wet

no i have not, but the foam under one of the seats isnt held in and is half out and touching the floor which gets wet since the boat has a few leaks
