I think same here in NYS, never seen any lights - but it seems to be OK to have young kids only in there, must not be any rules on that (since it's not a "motor vehicle"?)
I am curuous as to why no car seats ?? You see mothers with younguns sitting on there laps !! I would get a ticket...how are they safer in a buggy ??

Broke my clutch lever perch less than 30 minutes into our ride. Didn't crash, just lost my balance turning around on a slight slope and dropped the bike. Wasn't too concerned about it until we had to go around several downed trees, and on the way back it would be uphill. So, with some zip ties, electrical tape and bailing wire I monkey rigged it and it worked.

Fifteen minutes into a flight from Los Angles to New York the captain comes on and announces that they just lost an engine, but not to worry they can fly with the remaining three engine, but would take an extra half hour. Half an hour into the flight the captain comes on and states they just lost another engine, but no problems the plane can fly with the remaining two engines, but it would take an extra hours to get there. An hour into the flight the captain comes on again and states they lost another engine, but the plane can still fly with one engine. But it will take two extra hours to get there. A blonde sitting next to a guy says, if they lose another engine, they would be up there all day...
