No I'm not going to say it again, but
Throttle moves and cable doesn't move at the motor. If this is the case then need to reconnect the cable at the motor
it is connected just not moving out. I had to pull on the red connection part (sorry sounding like a fool) when it was in forward to get it to come out and open

ok, deep breath ;)

Lets start with the basics.
Unless you have a helper, disconnect the throttle cable at the carb. Need to remove a 7/16 self locking nut and remove a carter pin hold the barrel nut and cable will slide off.

Once off, hold the top choke plate open with one hand and open the throttle all the way with the other. While opening the throttle see if fuel squirts down the throat of the carb every time you open it.

I'm old and not clear on if the cable is moving or not when the throttle handle is moved. If it moves then its not the cable. You also just mentioned that you saw gas squirt in, and if that's the case then its not gas

We're trying to figure out what's wrong...
AD wants you to disconnect the cable so that we can concentrate on one at a time. If you disconnect the cable at the carb, the core of the cable should move freely when you move the throttle at the helm.

Back at the carb, the throttle blades need to open and close freely when you move the linkage; most/some of the time, the choke needs to be opened before the throttle will open all the way.

The cable is not moving when handle is moved. But when put it in forward i can go to the back and manually pull the cable out

Might be the anchor set screws backed off and center wire slipped out.
Remove the cable and plastic guide from the carb and see if it comes off when pulled

working nights this weekend but will check when i get home. This one has the pull out style for neutral throttle. not a button
I'm not familiar with that, probably much newer design, my 95 has a button..it may help you.

Mine is an 89. You pull the whole throttle stick out and then forward
I have the same one. Back when I bought this boat, I recall perfectly how stupid I felt when I didn't think it even had a throttle only button. Is not really evident function :^)

Your pictures are fine, you may want to grab a shop vac and clean up a bit then lube the linkage, may not solve the problem but couldn't hurt..

She will def be all cleaned out before taking it to the park for the rest of the summer if I can bring her back to life

so the upper shift cable and throttle cable were obviously changed before I bought it to a different style.. there is no set screws or adjustable barrel like the lower cable. these have a small nut up against the plastic connector. you loosen that nut then spin the end to adjust instead of spinning the barrel. so many strange things
