You can siphon out the fuel and oil or remove the tanks, you'll probably need to remove the tanks anyway... but that also might be easier to do i9f they're empty.
It's good to see someone jumping into a restoration/repair with enthusiasm and not complaining about how much they're dreading the work or how life is so unfair because they have a rotten boat.
... but slow down a little and study the restorations in this forum first. You can educate yourself and make this job much easier with fewer questions, and you'll know exactly what to do before you do it.
