need help with starter problem

i have a 1987 75 HP mariner starter spins pops up and hits flywheel and then the bolt just spins and does not turn the flywheel

If, by "bolt", you mean the starter shaft, I'd say the overrun clutch in the bendix(the gear) is shot.

yeah the shaft keeps spining while the gears stay still while on the flywheel

From your description I think that's what's wrong. The overrunclutch is part of the bendix. It's a one way clutch that keeps the starter motor from being overspeeded if someone holds the ign key in the start position after the engine starts.
