Mercury gen ii binnacle cable question

I am upgrading from a commander 3000(gen i) to what is I believe a gen ii 4500. P/N say 877700. The problem is the box where the cables hook up appears to be the exact same size and everything as the 3000 I'm removing. I have run new gen ii cables but can't for the life of me figure out how to hook up the gen ii cables and get any sort of resistance to help them shift. Is it possible this is a gen i controller? I'm thinking maybe I'm missing some sort of adaptor or spacer or something to hold the cables in the control box.

I'm using mercury platinum gen ii cables.

The modular housing (Box) shouldn't be the same length, The gen 2 control box housing should be approximately 2-1/2 inches longer.

Part number 877700 seems to be incomplete, there should be a letter "A" then two numbers after it. The link below is the list of controllers with part numbers to choose from, maybe you could find your model.
