Chris,It's a sign of water. I'd pull the manifold and find the source of that water. Could it be rain water?

Either way, should I take the manifold off and have it cleaned?If boat sat for long periods in a humid environment, might not be so bad

What’s it look like under the valve covers? Clean oil or milky like mixed with water?
If you know the source isn't within the engine (and it sounds like you do), I'd use a vacuum cleaner with a nice pointy nozzle, and a stiff brush... You may cause most problems than you solve by removing the manifold...Chris,
Most definitely it is rain water. When I purchased the boat the engine room cover was rotten and rain water was coming in the engine. Seems like rain water found its way inside the intake manifold through the throttle body.

Don’t need to pull valve covers just remove the oil cap and look inside run you finger carefully over the inside of the cover (cold engine) & see what you see

alldodge,Either should show close to 30, running or not. If the key turns ON and it goes to 30, but then immediately drops, then Reg is leaking. If memory serves there are no drippings with key ON, motor not running

Pumps good but can't say the same for the Reg. The pump should be capable of producing 60 psi and with the gauge going to 55 it does.
The Reg should keep fuel pressure at 30 which its not doing that. It does bleed down, but it should never get above 30 in the first place. Remove the Reg and see if the screen under it is clogged
