How to plug transom holes

I have an 85 Glasply that has a rickety old kicker bracket on it. I have a better Garelick bracket I plan to install but the bolt pattern is different. I want to repair the old holes properly and color match the gelcoat prior to installing the new one. What would be the best process for this?

Tape the back end and push some thickened resin into the holes then gel coat. For the new holes drill oversized holes then fill with the same process and drill the correct size then 5200 in the holes and bolt it up. It will make sure water does not have a point of entry into the transom wood
